Introduction
The 4th ISDEV International Development Management Conference is the fourth of a series of initiative to encourage related research in Islamic social sciences perspective, especially in the area of development and management of zakat. This conference is a continuation of the 3rd ISDEV International Development Management Conference with the theme: Islamic Capital Market which has been held at Universiti Sains Malaysia on 28 – 29 October 2009.
This year, via IDMAC 10, the conference aims to achieve the following objectives:
1) To provide a platform and opportunities for zakat practitioners, scholars, researchers, academicians, graduate students and others from all over the world to engage on an intellectual discourse on transformation of zakat, from the current subsistence level to a more productive level;
2) To present the latest research findings related to all issues of zakat, domestically and internationally, that relate to the transformation of zakat into a more effective and dynamic results;
3) To explore new ideas and issues on zakat especially those that could contribute to the transformation of zakat, from just a subsistence state as it is commonly now, to a productive state that is able to lead to the maximisation of its benefits.
Rational
Overall to date, zakat undeniably has, to some extent, progressed to a considerably encouraging level. However, although collection of zakat has been recorded to have increased, disbursement of zakat does not seem to have moved the asnaf beyond a subsistence level. The poor and destitute could not be able to come out of poverty via zakat, fisabilillah endeavours do not entail with productive tangible outcomes, the muallaf could not ease their material and spiritual life, and so is the situation amongst the other asnaf – they could not be able to liberate themselves beyond the subsistence to a more productive level. This arises a lot of curiousities: what are actually the hurdles and how could they be overcome? Is the fiqh consideration, the procedures, the practices, the administration, the management, the calculation, the system, the politics, et cetera that prohibit a dynamic and energetic transformation of zakat into a more productive results?
This conference attempts to seek the answers to these problems, as well as to formulate innovative ways and strategies to turn them into actions, implementations and realizations, with forward-looking insights into the keys that could pave the ways to the intended transformation of zakat, from the current subsistence level to a highly productive level.
This is a conference that hopes to be able to blend new, innovative and practical minds, unlike the common stereotype, reiterative and rhetorical ones. So are the papers and discussions expected for this conference.

Conference Procedures
1. Paper submitted to the workshop must be original and have not been submitted, presented or published in any other academic meetings and publications.
2. Abstract and full paper must be sent via e-mail. Acceptance of the paper will also be sent via the same.
3. The length of the full paper must not exceed 15 single space pages, excluding tables and figures. The typeface used should be Times New Roman font 12 pt (APA format) with 1 inch margins on the left and right of the page.
4. The title page must clearly indicates:
- Title of the paper
- Name of the author(s)
- Research Field
- Department(s) and affiliation(s)
- Mailing address
- E-Mail address
- Phone numbers
- Fax number
5. Outstanding papers will be considered for publication.
